On A4 (21 × 29.7 cm) a 0.5 cm margin all round leaves 20 × 28.7 cm to work with. Setting 5 × 3 cm labels 0.2 cm apart, across you get (20 + 0.2) ÷ (5 + 0.2) = 3.88 → 3, and down (28.7 + 0.2) ÷ (3 + 0.2) = 9.03 → 9, so 27 labels.
